Peel Food Zone Greenhouse Prefeasibility Study, 2019

As part of the Governments Transform Peel Initiative, the Peel Development Commission (PDC) and DPIRD were tasked with identiying the potential for new horticultural developments within the Peel Food Zone (PFZ).

Based on our extensive knowledge of high-tech greenhouse development and our previous work (greater Collie region), we were commissioned by DPIRD to deliver a prefeasibility study on a greenhouse project in the PFZ.

A viable new food industry in the Peel region to create 1,000+ new jobs

 

Using our relationships with an extensive group of domestic and international suppliers, manufacturers, markets and research institutes we analysed the economic drivers and benefits in exporting particular fresh and processed food produce.

Arris did an economic analysis, based on a 10ha greenhouse unit:

  • initial capital investment of approx. $22 – $23 million;
  • estimated annual recurring costs approx. $8.6 – $9 million; and
  • expected realistic return on investment of approx. 16%.
Highlights included:

  • Analysed the economic drivers and benefits in exporting particular fresh and processed food produce;
  • Highlighted international demand for fresh produce and partially processed and/or packaged foods and crops with nutraceutical benefits; and
  • Identified a range of funders/investors looking for opportunities into high quality produce grown within protected cropping systems (greenhouses).

 

We also carried out assessments of:

  • land capability and suitability;
  • environmental considerations and limitations;
  • water recycling and reuse options;
  • managing limited fresh water supply; and
  • managing nutrient rich wastewater.

Our prefeasibility study provided input into the Peel commercial investment case being developed by DPIRD, PDC, and Landcorp for new primary production and secondary processing within the PFZ.

Our assessment delivered confidence in the viability of 10ha-100ha of greenhouse development as well as ancillary food processing activities within the PFZ.

Outcomes

  • Economic and financially viable intensive horticulture opportunity;
  • Sustainable high value horticultural opportunity; and
  • DPIRD and PDC are now seeking funding for the development of greenhouse food industry.
